Climate & Zones: USDA Hardiness Zones, Frost Dates & Season Timing

Two numbers decide most of what you can grow outdoors and when: your USDA hardiness zone, which tells you what survives your winter, and your frost dates, which tell you when it is safe to plant. Get those two right and the guesswork mostly disappears. This section explains both, and why the hardiness map – useful as it is – leaves out summer heat, rainfall and soil entirely.

What a USDA hardiness zone measures

A USDA hardiness zone is a winter-cold number and nothing else. The USDA Plant Hardiness Zone Map is built on the average annual extreme minimum winter temperature – the average of each year’s single coldest night – and, in the USDA’s own words, it is “displayed as 10-degree F zones and 5-degree F half zones.” The half zones are the ones written with a letter, like 6a and 6b.

The current edition draws on temperature records from the 30-year 1991-2020 period, per the USDA’s map methodology, which describes 30 years as the best balance between smoothing out the fluctuations of year-to-year weather variation and the fact that perennial plants, over their lifetimes, mostly experience weather rather than climate.

When the 2023 edition landed, roughly half the country moved to a warmer half zone. It is worth knowing why before you read anything into it: the USDA Agricultural Research Service was explicit that those shifts came mostly from incorporating temperature data from a more recent period, with additional changes from increasingly sophisticated mapping methods and data from more weather stations. ARS specifically cautioned against treating the updated zones as reliable indicators of global climate change. If your number changed, the most likely explanation is that the map got better.

Know your zone

Start with the zone, because it is the one filter that is pass or fail. Everything else – light, soil, water – only matters for plants that survive the winter in the first place.

Then time it by frost and season

A hardiness zone says what can live here; your frost dates say when to plant it. Frost dates are probability averages, not guarantees – frost can and does fall after the listed last-frost date – so treat them as guidance and watch the forecast. Pair the zone with the season: cool-season crops go out around the last spring frost, warm-season transplants after it, and a whole second planting window opens in late summer for fall.

Look your dates up by ZIP in a frost-date reference such as The Old Farmer’s Almanac frost-date tool, which states its dates are “based on historical climate data using a 30% probability threshold, meaning there is still a chance of frost after the listed date.” Different references pick different thresholds, so check which one yours uses before you treat a date as safe. Then sanity-check against a regional planting calendar. Your cooperative extension service publishes one; the NC State Extension Gardener Handbook is a good model for how much sound timing advice varies by region.

Two dates do most of the scheduling work: the average last spring frost, which opens the season, and the average first fall frost, which closes it. The stretch between them is your growing season, and its length is what decides whether a slow crop has time to finish where you live – something the zone number by itself will never tell you.

What the hardiness map cannot tell you

This is the part the number does not advertise, and it is where most disappointed gardeners get caught.

A hardiness zone reflects average winter cold. Only that. It is silent on summer heat, humidity, rainfall, soil, and season length. A cool damp coastal town and a hot dry inland valley can share a zone and still be entirely different places to garden, and a plant that shrugs off your winter can still fail in your August.

The map is also coarser than your yard. A single ZIP code can straddle more than one half zone, particularly in hilly or coastal terrain – if you sit near a boundary, plan for the colder side. Within a single property, a south-facing wall, a low pocket where cold air settles, or a nearby body of water all change conditions the national map cannot see.

So use the zone as a filter, not a verdict. It rules plants out reliably. It cannot promise that what survives will also thrive.

Not necessarily. ARS attributed the shifts mostly to newer temperature data, along with better mapping methods and more weather stations, and cautioned against reading the updated zones as reliable indicators of global climate change.

A plant tag says “zones 5 to 9.” How do I read that?

The first number is the coldest zone the grower rates the plant to survive, and that is the one tied to the USDA map – it is your pass-or-fail filter. The second number is the warmest zone the tag recommends it for; that upper bound is a grower’s convention, not part of the USDA map, and it is not a reading of your summer heat. If your zone is colder than the first number, expect to protect the plant, grow it in a pot you move indoors, or treat it as a single-season plant.

Is my zone enough to choose a plant?
